At least many of these people tried to help. They may have been doing it wrong, but they did try. And I'm guessing in that moment of panic, most people aren't calm enough to think it through and instead just go with their instincts, which in this case means hitting the fire with their jacket.

And the guy who's jacket caught on fire stopped...probably because his jacket was on fire. I imagine it would be difficult to hold and swing a burning jacket.
