They ought to adjust his position such that he's whipped vertically, and thus the whip would give him some kind of cauliflower ass crack. Plus it would lacerate his asshole to a state of incontinence. That way, when he went to do a rape, he would get all excited, have to take a dump, couldn't control it, and shit in his pants, then go home to change his pants. While he's at home changing his pants he'll have time to contemplate the fact that rape isn't something he can do anymore, cus he'd leave ca-ca at the crime scene. He'd feel like an utter failure, and have to start fucking chickens and gerbils and stuff like that. What a future he's got...huh?
