It's not much of a punishment to beat a guy with sticks, and sic the dogs on him, when he's already dead.

In S.A, these tribes dish out the best punishments within their tribe. It's sometimes much better for everyone. It's not just a mob, they've gotten enough evidence and the elders meet, and give the go ahead. Seems very unstructured, but it isn't. The hood look after their own. When you steel from their own kind, or rape in their hood, or do anything unsavoury... the justice is quickly dished out.
