Were the emergency services out to lunch when that happened? It was a well populated area, and so the accident would have been witnessed and called in immediately. Yet it took them at least 3 to 4 hours to recover the victims, since it takes at least this long for rigor mortis to set in and they were obviously "stiffs" when pulled out of the river.

That river is pretty deep since a diver is needed, as you can see in the video. It could take much longer time to allocate professional diving equipment and personal which I highly doubt ordinary Chinese emergency services would possess.

Well, only if the girl remembered to yell "fuck the government" when she fell. Then the secret police would have picked her up in two seconds.
