Yes that’s the logic but unfortunately it can never actually occur. To be clear - the logic is “if every person in a society was 100% sure that if they did a particular crime, then it would result in a certain punishment 100% of the time, then it would be an effective deterrent. Think of example in video - unless a person is mentally ill or driven by addiction- would you..?
Of course there would need to be due process - I’m not saying lynch somebody (a suspect) for a stupid chicken - I’m saying if the person committing the crime is 100% sure they will face “x” punishment if convicted, then punishment becomes an effective deterrent.
