Same reason we use doctors to confirm here, even after obviously fatal injuries (or execution methods) or catastrophic health events. It's not official even though it's obvious until it's called. As for more than one shot, gotta be thorough. A shot to the heart or even head isn't a sure thing. There's folks on this forum that blew half or 3/4 of their head off with a shotgun point blank and survived for a time. Heart is no different.
