When I was training to be a corrections officer, they talked about and showed videos of the many riots that have occurred in the US. I vaguely remember something similar happening during one of the riots...there were several inmates that were brutalized, not unlike this. I kind of thought this might be related, but video footage during actual riots behind the walls weren't as prevalent as they are now. I'm pretty sure it was a scare tactic and an effort to show us what we could face.
