Yes, the back of the neck needed to be lifted and the head tilted back toward the ground when he gave the breaths. When I took CPR training 35 years ago, one man CPR was 15 chest compressions to 1 breath. It may have changed since then. A+ for the effort for the policia.

Nobody really knows. I had courses in CPR separated by several years, and the ratio of pumps to breaths was quite different from one to the other. It's not like they can do a study to find out how many people who croaked would have survived if a different ratio had been used. (Hey,lets rewind time and do it 15 to 2 this go round.)
