In the USA that guy would have been shot the instant he lurched at one of the cops or run away from them for that matter, even if he was an empty handed, legally blind 84 year old woman, because in the USA cops feel their life can be threatened by that sort of thing, you know, babies, old handicapped senior citizens, unarmed people, mother Teresa and the like.
