In this day and age of massacres being committed by crazed gunman almost on a monthly basis here in the US..cops are on edge more then ever..when responding to a possible “active shooter” the commands given by the cops were clear enough where the female was able to comply..Shaver kept waving his hands around..I mean drunk or stupid everyone knows when cops got guns drawn on you, you ALWAYS keep your hands visible...but I say poor judgement on the commanding officer’s part he should have realized that this poor sap was unable to comply with order out of the obvious fear shaver displayed..70/30 cops fault

I don’t see how it makes a difference which officer was giving the commands. The rookie officer was the only officer on the scene that pulled the trigger. The officer Brailsford, a two-year veteran of the Mesa police force, was previously fired for department policy violations, including unsatisfactory performance.

The investigator noted that there was nothing, based on the evidence, that should have stopped the officers on the scene from handcuffing Shaver while he was on the floor.
