I have seen numerous videos that showed perps make sudden moves like that - that pulled a weapon - and ended up killing a cop.

It looked to me exactly the same as if he were going for a gun.

The cop couldn't take the chance.

Looks like he tried to reach back for something at 04:28, and then the cop panicked and started shooting.
I think the way they had him move towards them caused his trousers to start falling down. I think it was an unconscious move to pull them up. Why didn't they leave him laying on his belly with his arms out stretched and just cuff him?
