He was repeatedly told to NOT reach towards his lower back and to not put his hands anywhere except in front of him on the ground. For whatever reason, even after being told clearly that if he reached again to his lower back he reached back. I will not say what my career is. I will say they had a split second decision to make based on the actions of this young man. You do not wait to be shot before you take action. True. This officer acted like a dick but you have to control the environment in this situation. He reached back. You have no way of knowing his intentions. These officers were responding too what was reported as gunfire from the the balcony. Wrong time to reach behind you

The cop sounded like a trigger happy, unhinged, nut who thought he was raiding an ISIS base. His orders were bizarre and confusing. Not one of those cops could have approached an cuffed him?
