While I'm a firm believer in people being able to do what they want with their own bodies, I also encourage people to talk to someone before taking action like this. We all go through horrible times at various points in our lives, and talking to someone neutral might help you live several extra decades. He wanted to die. Due to fear of heights etc I think it was too scary for him to jump off forward into the open void. So, he climbed up the fence, got up his nerve, and rolled off backwards. He did a last ditch rail grab as a survival instinct, but it was all over with the back roll.
