The "victims" were troublemakers in the neighborhood and constantly starting issues with the shooter. They would go out of their way to annoy him and mess with him. And they would act crass and out of control at block parties and curse in front of children then if anyone said anything they'd get butthurt and act like the victims. Not saying they deserved it I just understand that they pushed him too far.

Well said. I think this would be a good video, with the back story, to show to junior high and high school kids (some editing needed) to give them a real life visual of what can happy when you bully someone. You just don't know who you are dealing with. From what I can see, guy who got shot appears to be much bigger than the shooter, so he constantly fucked with the guy thinking if it got down to throwing punches, he'll be fine.
