and yes, if someone pulls out an unknown object in the dark of night and points it at a cop then they should expect to, at the very least, have a firearm drawn on them, or be shot, the US supreme court has long stated that cops deal with rapidly changing circumstances during high levels of stress and their actions will be looked at as what a reasonable person would do in the same situation, not what someone like you, with the benefit of 20/20 hindsight, would do

That is precisely why multiple shots are required.

The object is to kill him NOW...so that he cannot get off a shot before he dies.

And death doesn't always happen quickly like in the movies.

Also, under stress a lot of rounds can miss.
