I count about 8 shots to the head, the guy shooting enjoyed it. This was an execution. This fight could have been broken up without a killing.
Had the other guy with the gun not appeared, cop would have strangled that man to death.

Self Defense.

Regarding the extra shots. Has to be much more going on between the copper and the man who saved the other guys life.
