a very unlucky location he got himself in: the water flowing around the pillar is flowing - right behind it - downward to the bottom. Suction effect. So more or less turbulence at the pillar's heel is always a possibility. Hence some erosion mitigating measures like a concrete slab or big blocks are put over the riverbed just behind the pillar. |
