For a number of reasons. These videos are often "rehearsed" multiple times beforehand, in which case the victims aren't entirely sure if it's the real thing or if it's just another rehearsal. Beyond that, the victims are most likely threatened with prolonged torture should they attempt to run or resist or do/say anything that could possibly ruin the execution's propaganda value.

It's point blank so you're still getting muzzle velocity there. You're getting ripped off if you're getting rounds that slow! You'd have to load some heavy bullets and undercharge them on purpose to get numbers like that. I reload most of my own ammo so velocity is sort of my thing.
