Because it's stupid and NOBODY does that except actors in grade B movies. Police training, military training, and even civilian self-defense training teaches that once you draw a firearm, if you shoot then you shoot to kill. "Shooting to wound" is stupid and likely to end up with you or an innocent bystander being the dead one. People can take multiple shots to the chest and still keep coming.
