It might have been a little rough on the deceased's body by using a grubbing hoe to rake the dirt off the victim. Obviously, the authorities have no respect for the dead victim or her family. Since the body was exhumed and videoed, maybe the authorities were trying to re-create the vile act for their investigation, only in reverse order. That is just my tongue in cheek pun.
