The person who decided to see their way into the conversation the 2 original men were having, doesn’t look like it was physical at all. And looks like one man was standing between the 2 original men. And another with the shoulder bag standing behind the jacket wearing guy, to probably pull him away if they do get physical.
There was no need for that killer to pull his gun out and just shoot these people.
So it makes no sense. Why the fuck should people expect to be killed over a disagreement?

And the 2 victims, the one with the jacket was approached by that other guy.
