No, that would violate the laws of phisics. As much an anvil is not deformed by hammering a red hot piece of metal over it, a chain would not deform by having an impact with the mushy neck of a person. |

You assume a lot. A plastic Jersey barrier like the one clearly visible in the video, could easily slide a few inches when the chain attached to it got tugged or hit by the bike, slacking the chain...
