It's actually very very rare the cartel kills ANYONE for no reason.

Especially video taping it and dismembering him alive, He likely was a member of a rival cartel or stole from them.

The cartel has been known to block off entire towns to have lunch somewhere and while in the restaurant take everyone's cell phones temporarily and pay for everyone's meals and give them money. El Chapo did this very often
