It would appear that when the spine is being chopped at it tends to send a shock through the shoulders and arms. This happens in all videos if the spine is hit with multiple blows to severe it rather than one slice. Though the person is probably not always dead at the moment of decapitation, they are usually unconscious and thus the flinching is more than likely just jumping nerves and not actually the person actively moving their arms. Though, there is one Mexican beheading where the guy lifts his arms up and squirms a little right before the final decap. In that case, it would appear that the guy might have been still feeling some pain and been slightly conscious.
