Definitely. I'm no expert, but the shock could have put his heart in an irregular rythm or stopped it, and it took a few seconds for him to faint from lack of blood flow to the brain. CPR and an AED might have saved his life. Check the carotid for 5 seconds, then start on them compressions. I was waiting for the guy who runs up to start them.

Update: Guy is still hanging on, his legs and arms are reddened and swollen, doctors are waiting to see how his internal organs respond. There is still some slim hope for the young man. |

Yeah, the shock can stop your heart all right, but there is also the burns. Oddly, super-high voltage, like lightning, can be less damaging because it tends to run the current over the surface of the conductor and so doesn't cook your muscles and internal organs as much. This guy got fairly high voltage, which is bad, for a fairly short time, which is good. It wasn't super-high, or there would have been fire and smoke from him.
