As much as I would love to believe what you are saying, and I used to as a child, I would love people to be judged solely as individuals, but you cannot get away from genetics.
As someone who is interested in the psychology of crime, (not a professional,) I’ve watched and read about many many many interactions between different races, and the police specifically. People tend to follow their genetic pattern, even with individuals considered.
For instance, a very, VERY basic explanation, if you will:
If you take a race and plot all the people, individuals as well as racial conformists, you will end up with a bell curve, and most people will fit right into their racial dynamics. It’s basic human biology.
