There is an estimate of more than 3 million American living in Mexico. Some legal and some illegal. In Addition to Americans, there is a huge number of Canadians and Europeans retiring in Mexico. Personally, Mexico is very expensive to retire. There are so many other European countries where Americans are very welcome and can live in peace on a retirement, budget.
