My guess is either a grass of a family member or friend of a rival cartel, used her to get to their enemies.
Or shes an actual dealer. Women can sling dope too and do nasty things. Not all of them are saints :)
I actually hope she was deeply involved, it always sucks when innocent people get dragged in this mess.

Maybe, she doesn't look like a dealer though, she looks fairly normal. You can usually tell a junkie/dealer from a mile off, run down pieces of shit.
