I think they surpassed the brutality scale ages ago. Islamic dudes are brainwashed with ideology and do their thing in the name of Allah, while these Cartel hombres are doing it for the money....and with the shit they've show us here on DR, they're willing to pretty much do anything to anyone...and that makes it more brutal.
