It shouldn't because when you remove the head from a body, it turns into a body without a head, which is the same as "decapitated", so a decapitated head would be a head without a head.

Sounds like all the headless horsemen weren't even paid for being in the gang and ended up getting their heads cut off for nothing. Probably because they were a bunch of green horns  Now they're a bunch of heads in a sack Word to the wise...get paid before you go on some job.
