Those are Mexican soldiers, as can be seen by their green cammo uniforms, also they barely stand over five feet high, the Federal police requires a minimum of 5' 5" for males, which still is midget size though.

That's the damage of a single 5.56×45mm NATO cartridge bullet traversing along the forearm, looks like it entered at his wrist and exited on top of his forearm, that arm is GONE! |

It kinda looks like it entered his forearm and traveled down towards his hand to me, like he was riding shotgun with his arm resting in the open window and the shot came from slightly behind and to his right.
