In it's original context he looks even dumber because you can see the dumbfounded looks on everyone else's face and the eyerolls and forehead slaps as everyone realizes he's being completely serious and there is no punchline coming lol

If my numbers are right, we sent Ukraine aid totaling 175 billion last year. We sent Israel 305 billion last year.
