Can someone explain to me how everyone seems to get weapons? This isn't the first and I doubt it'll be the last time, but I've never understood where they get weapons from to even kill so many inmates. Isn't it the inmates doing it?

Easy, they're drug cartel thugs, that's why they are in prison in the first place. Give the guards some drug money, and you're allowed weapons and phones. The more you give the more you can have. And they have some sort of agreement to not hurt each other. When these riots happen the guard just stay the fuck out of it and make sure no one can get out. The whole systems corrupt as fuck and no one earns enough to not be swayed by easy cash.
