To be fair, that is one of the main goals of a sniper. They train you to shoot for center of mass with a large caliber round because it collapses the lungs and makes the person suffer for a few minutes before imminent death as a way to draw their friends out into the open to be shot, every country in the world trains their snipers to do this. Now most nations don't send their snipers out to shoot unarmed people, shooting the people helping the wounded is pretty common practice.
