Did the cop shoot him once more as he's dying already?? It looks like that o.o
Looks like he's either turning off his weapon light or he checked the pressure switch on it, which would activate the light "momentarily."

Sure looked like a muzzle flash to me, but the body would have shown an impact reaction of some sort, especially from close range like that. Dunno, not an expert.
