It looks like a scythe to me. Or what I've always thought of as a scythe. Aren't sickles more of a round blade with a short handle, and machetes a long bladed knife type weapon?
A scythe has a long curved wooden pole with the long curved blade. It's what the Grim Reaper carries when he comes to take a soul.

Police watching and witnessing the act, police have guns, they don't intervene until poor kid is being carried away but the perp. This death could have been avoided.
