I just don't feel sympathy for him, unless he was mentally handicapped. Then that is a different story. But he seemed extremely careless. It's like he fucking didn't learn the 1st time as he narrowly missed being bumped.

Seriously, you're a fucking joke if you think this idiot was not to blame. The only place I know of that vehicles are required to stop for anyone crossing roadways are at military bases. Everywhere else, you take the couple of seconds to look at the road and cross safely. You don't have the fucking right of way to just slow stroll from the sidewalk into the street without even fucking glancing. Like how stupid are you to think that is okay?

Well, you're wrong for a couple of reasons.

- I think it's pretty likely if not almost certain based on the evidence that he was mentally handicapped, like you suggested.

- Pedestrians are supposed to look both ways, but they also have the right of way in nearly all civilized nations including Russia. A vehicle absolutely has to not only yield for a pedestrian crossing at a crosswalk, but he is *supposed* to yield even to a pedestrian standing on the side of the road waiting to cross.

That's a very violated rule and is as bad in Russia as anywhere, but yeah.

As usual your comments are wofully uninformed and appear to have formed somewhere in your butt. Who gives a crap if the pedestrian was handicapped? It makes no difference if he was or not, in this case, the driver is totally responsible for the accident both criminally and civilly. In virtually every country the driver must watch out for and yield to pedestrians especially within a marked crosswalk. PEDESTRIANS ALWAYS HAVE THE RIGHT OF WAY. I'm not sure if you have a driver's license, but failing to yield to a pedestrian within a marked crosswalk and hitting said pedestrian like we see in this video will result in a felony charge of vehicular manslaughter (or vehicular homicide if you were speeding, drunk, testing, etc.) and significant civil penalties...oh and I doubt that your insurance company would even back you up and honor your policy. In the US and most other civilized societies, this type of gross vehicular negligence is taken fairly seriously and will usually result in incarceration. Read your state's vehicle code regarding pedesterian and cross walk laws sometime, it might just save your life or the life of another.

That happened to a 14 year old girl in our village, she had headphones on, got off the collage bus and walked out in front of a truck, never heard the truck coming.
