It appears he had a gun in hand. Like he was prepared for some type of nefarious activity.

Actual police coming in = lose

Enemy faction coming in = negligible.

Enemy faction coming in as police = game over.

That same scenario could be played out anywhere geographically. And does.

It's a conversation that isn't being held YET. I'm painting with broad stroke..
