Probably fishing for a railroad track. Lucky he only found electricity. If he'd attracted a train, the whole neighborhood would have been in trouble.

I’m sorry if this is a dumb question, but why was he holding an iron rod on a balcony? Is using an iron rod a common way to steal electricity? Was he trying to commit suicide..?
