Not sure the exact story, but they said this guy was being carried away from a park after being beheaded. Think it's from somewhere in Russia.

it's from the recent protests in kiev. 50 protesters were missed after clashes with riot police in Mariyinsky park.
they found two protesters being scalped and two that were beheaded. this is one of them.
