I dont get how people can stand there at the scene and take pictures etc of someones dead body. in some videos the person is literally dying and people dont comfort the person they just stand there filming them wtf lol

in what country does one need orange camo?
I was wondering that, too. But it might be clothing originally designed for hunting. Deer can't see color, so it's common for hunting clothes to have a camouflage pattern, but still be blaze orange so other humans can see them.

Could be that the hunting clothes have the cut, utility, and durability the rescue services need, and are probably affordable for the department's budget.
