This was taken in Mexico City. Everyone is speaking Spanish with a "chilango," accent. The accent of the people of that city is very distinct & they are all known for being <. Hope this helps.

At the end of the video I herd a couple of people yelling asking the suspect.. "where is the little girl??" "Where is the girl!!?!!"
