He was definitely on some kind of Class 'A' substance, which was possibly the reason for him crashing his car in the first place. Then, with him dancing around in the road, it just adds to the evidence.

I would guess Canada too. I have seen too many Canadians do irrational things. Not sure if it is the drugs or the constant cold, or some combination. If you want to really piss off a French Canadian, keep trying to speak in English after they wave you off. I once switched to English with a French accent, when I pulled off to help a Canada-plated motorist, and he started hollering and cursing at me, stormed away and slammed his car door. I didn't do it on purpose, I involuntarily repeat accents.
