At present, he hasn't been charged with anything. Once he lands on Canadian soil, he'll be re-arrested and told the charges against him. It's logical that Canada will want to conclude the investigation before handing him to any other state/country. But it really depends on what comes out during questioning/invesigations. If the US believes he has a case to answer, they will apply for permission to interview him. But as yet, Canada has first dibs because there is a case almost ready (in theory) to prosecute.
