Nice! The picture in the news article matches the scenery from the video, even down to the darker slab of pavement that was paved at a later time to patch the crack in the older layer.

4chan/pol already found it. It happened in Romania. >A 74-year-old woman was killed on Tuesday afternoon in a neighborhood in Mediaș. She was going to take the garbage to the dumpster when she was attacked by the individual. Immediately after committing the crime, the perpetrator fled the scene, being found by investigators in the evening in Dumbrăveni. This is a 17-year-old German citizen who had been living in Sibiu County for six years. The teenager declared before the law enforcement officers that he did not know the woman, but he attacked her believing that she was of Roma ethnicity. >The crime in Mediaș shocked an entire community. The woman left the house only to take out the garbage, but never returned to her home. That's because a stranger attacked her with a knife and stabbed her in the neck. The ensuing moments were critical, and the wound was far too severe. The doctors who came to the scene tried to save the woman from Medieş, but, unfortunately, there was nothing she could do but find out about her death. >The young man admitted the deed and, in front of the investigators, declared that he did not know the woman. This reminds me of that horrible pedophiliac spree killer Joseph Duncan who used to hang kidnapped children upside on ropes, molest them, torture them, videotape it, and all the while making comments like the above. Talk about human trash.
