May not even be cops. They closed up some Mexican police department, and as they were outprocessing the police officers, they found that 60% had never even been hired. They just got the uniforms and were putting the bite on people.

I was trying to get the Pin the tail on the Donkey in there. My back up title was Like Pigging Fish To a Barrel Of Donkeys! But I knew I'd catch a cussing for that.
