If anyone was still wondering, this is definitely thailand. They're speaking thai, everything's in thai writing, and they've got the thai police emblem on some of the orange vests.

For clarity I've slapped together a quick image comparing the thai word for 'police', the thai police emblem, and the back of one of the guy's vests at 4:43.
