This very normal party scene in the DR. However, drivers are very aware of this type of gatherings outside establishments. No one follows the rules. That is a fact you must remember when you drive in the DR. Do your self a favor, do not visit that dangerous place. You can very easily end up in such a mess. Not upscale foreigner owned small neighborhoods are safe from an idiot behind the wheel of a poorly maintained truck, car, boat, motorcycle. The DR, behind Haiti, are the very worst countries in the Caribbean I have ever seen.
