No need for dramatics. He wasn't declaring anything. He was just contemplating it like the rest of us were early on. He wasn't the only one to wonder if it was a false flag. Putin has orchestrated shit in the past to manufacture justification for doing other things. It's not a leap for one to question it. Think of it the other way. Why would the government attack itself? Maybe the government itself orchestrated this attack? Or at the least let it happen, which for me is equivalent. Putin can leverage this situation to his advantage. Now Russia is the victim.
