It just serves his war propaganda well. He’d be stupid not to use it against Ukraine, even though in my eyes Ukraine wouldn’t benefit from organizing this attack. Could be a a American or Mossad attempt to demoralize Russians and turn them against Putin, which I don’t think worked, or just a low IQ ISIS attack from some ambitious but nearsighted commander that wants to climb the echelons by orchestrating an attack.
